they
control

their
choice.
That
land
is
an
Island
for
as
long
as
it
has
a
flood
counter
on
it.
At
the
beginning
of
each
end
step,
if
all
lands
on
the
battlefield
are
Islands,
remove
all
flood
counters
from
them.
